Please note that despite best efforts the Outage Log may not always accurately reflect actual service outage time. The Outage Log does not distinguish between unplanned outages, rolling restarts, or manually initiated sim restarts and displays all outages equally and with no indication as to the cause or nature of the outage. The Outage Log may also not record some outages, such as when a sim has failed and then recovered without an actual restart taking place.

Sim Start Date & Time indicates the Sim Monitor's first successful connection to the server immediately following receipt of the "region start" event as reported by the sim and so it can be considered an accurate indicator of when the service outage ended.

Last Seen Date & Time indicates the Sim Monitor's last successful connection to the server prior to the outage. The outage, as reported by the Sim Monitor, started sometime between this time and the next scheduled reporting time.

Maximum Duration is the maximum estimated outage time reported in minutes, measured as the difference between the time of last successful connection prior to the outage and first successful connection following the outage.

Minimum Duration is the minimum estimated outage time reported in minutes, measured as the difference between the time of when the first missed report should have occurred and the time when the first successful connection following the outage did occur.

What is the Hourly Performance Chart?
Hourly performance chart shows the hourly averages of your region FPS, time dilation and avatars present. Region FPS and time dilation are two main indicators of region performance, while avatars present is the main factor impacting your region performance. Each of these variables is measured in different units and so each has its own axis indicating the measurement scale along the left and right margins of the graph.
What is FPS?
Here FPS specifically refers to the region's Frames Per Second and is an indication of how well the region is performing. The best FPS rate is 45.0 and you should expect your sim to perform at that rate when it is under a light load. Generally speaking average FPS rate of 43.0 is now expected for all but the very heavily used regions and performance degradation is not noticeable until FPS drops below 40.
What is time dilation?
Time dilation is the physics simulation rate relative to realtime. 1.0 means that the simulator is running at full speed; 0.5 means that physics are running at half-speed. This is usually caused by the simulator being overloaded and not able to keep up with its current workload.
What should my FPS be?
You should always strive to maintain your region FPS between 43 and 45. While it is easy to keep a lightly used sim running smoothly, it takes a combination of well performing sim, careful selection of content and proper sim configuration to achieve the same on a heavier used sim. In some cases, particularly on regions making heavy use of the physics engine (ex. combat sims), reaching these levels may prove very difficult
What should my time dilation be?
Time dilation should be as close to 1 as possible and on well performing regions average time dilation should typically be between 0.98 and 1.0. Time dilation usually drops during times of significantly increased simulator load, such as when avatars teleport into the region. This should however be a temporary drop in time dilation which should return back to normal once the simulator workload returns to normal.
Do class 8 sims run faster?
No. In fact, there are no class 8 sims. As of late 2009 / early 2010, all regions in Second Life are classless. Regions run on various classes of server hardware and there do exist such things as class 8 servers. Contrary to the confusion perpetuated by some estates, it is not possible to claim that a certain sim runs on a given class of server because regions move between servers and so every region has an equal chance of running on all classes of server hardware.
My region is laggy. What can I do?
The first thing to do is to take a look at what happens on the region that could be contributing to lag. Common culprits are objects causing physical collissions, combat role play, temp-rezzers, etc. Your Estate Manager should be able to help you troubleshoot the problem. Restarting the region may help. If the problem persists, Linden Lab should be notified as the region may need to be moved to a different server host.
